Unfortunately I'd say you're right on. In many cases the only way to get the ag exemption on fallow land is to restart ag activity in a "for profit" manner. Many parcels of land exist this way. I believe the wildlife exemption was extremely well thought out, however. The state and counties cannot afford to lose the tax dollars that they have-ok maybe that's not 100% accurate. But in order to sell the program the authors of the bill had to take that approach. Thus, only land in ag use qualify in order to make the transfer revenue neutral. Obviously you still get to improve the land or let it be reclaimed by nature, but as you said, you pay full price to do so.
